Criminal Investigation Division
The Criminal Investigation Division (CID) manages all active investigations generated from within the police department and outside agencies. Additional duties include processing crime scenes and assisting the city and county prosecutor with preparation of cases for prosecution within the court system. Lieutenant Edward Owens is the Division Commander for the Criminal Investigations Division. Lieutenant Owens holds a Bachelor's Degree in Sociology from Fort Hays State University.
Lieutenant Owens has been a member of the Emporia Police Department for 19 years serving 10 years in patrol, 5 years in narcotics and 4 years as a patrol sergeant. Sergeant Owens was promoted to Lieutenant in 2009.
Lieutenant Owens was awarded the Bronze Award for Merit in 1994 by the Kansas Association of Chiefs of Police. Owens is currently a TFO for the Bureau of Alcohol, Tobacco and Firearms and is one of the Department's defensive tactics instructors.
The Investigations Division is commanded by a Lieutenant and consists of a sergeant, four full time detectives, two narcotics detectives and one civilian crime scene and property/evidence technician. Investigators work closely with county, state and federal agencies to maximize their ability to reduce crime and solve cases.
